Mr. Garvin was born March 4, 1956 in Pittsburgh, Pennsylvania. He moved to Miami, Florida in 1974 where he resides to this date.
Mr. Garvin attended the University of Miami from 1974 through 1978 where he received a Bachelor in Business Administration degree. His major was accounting. Mr. Garvin worked as an accountant until 1980 when he went to law school at the University of Miami. Mr. Garvin graduated from the University of Miami School of Law in 1982 with a Juris Doctor degree and received a LLM (Masters  in Law) in taxation in 1987.
Mr. Garvin has obtain and received recognition during his scholastic and professional career. During law school Mr. Garvin was named to the Dean’s List in 1980, 1981, and 1982 (all years) for his scholastic achievement and graduated Cum Laude. As a practicing attorney Mr. Garvin has been recognized by his peers as an outstanding attorney. He is listed in Martindale Hubbell with an AV rating (highest rating) and has been consistently included in the Bar Register of Preeminent Lawyers each year since 1999 in both the Criminal Law Attorney-Lawyer section and Tax Attorney- Tax Lawyer section.
Mr. Garvin was named by Superlawyers.com as one of Florida’s top white collar criminal defense attorney’s each year since  2006. Mr. Garvin has been certified by the Florida Bar as a Certified Specialist in Taxation since 1990. He has also been a Florida Certified Public Accountant since1982. In 2003 Mr. Garvin was selected for membership in the Outstanding Lawyers of America (Membership is limited to 100 attorneys in each state). In 1992 he was selected for membership Who’s Who.
Mr Garvin was admitted to the Florida Bar in 1982 as well as the United States Tax Court and the United States Claims Court. He was admitted to the United States District Court, Southern District of Florida and the United States District Court, Middle District of Florida in 1983. Mr. Garvin was admitted to the United States Eleventh Circuit Court of Appeal in 1987.
